What is the Mobile Radio Usage Fee?

Mobile Terminal Radio Usage Fee is a fee that every active GSM subscriber is obliged to pay to the state, in accordance with the Regulation on Mobile Terminal Radio Fees, which came into force on 20.12.2012, Number: 670, in accordance with Article 63 of the Electronic Communications Law No. 6/2012.

When Did Pricing Start?

Mobile terminal radio fee application started on 01.09.2013 and while the radio fee is included in the first invoice for the period including 01.09.2013 for postpaid lines, the amount of credits corresponding to the radio fee is deducted for prepaid lines on 01.10.2013.

How much is the Mobile Radio Usage Fee?

Radio License Fee: 46,09 TL

Radio Usage Fee: 8,97 TL


Determination of Radio License and Usage Fees

1) Radio license and usage fees are paid by each postpaid and prepaid active line subscriber registered in the public communication providers' own systems, in accordance with the regulations specified in this Regulation and the Fees Regulation.

2) In case of any changes in the fees, the new fee to be applied will start to be implemented from the second (2nd) month after the month in which the change becomes effective.


Radio License Fee

1) The Radio License Fee is collected by the communication provider on behalf of the Institution by being paid in cash at the time of signing the subscription contract and being recorded in the system for each prepaid and postpaid line subscriber specified in the subscription contract, for once only.

2) Communication providers do not collect the Radio License Fee again from subscribers who have ported their numbers within the scope of the Number Portability Regulation.

3) Communication providers collect the radio license fee again in cases requiring the conclusion of any new subscription contract, including the transfer of subscription, change of the subscriber party to the subscription contract, or change of the subscription contract type.


Radio Usage Fee

For postpaid subscribers:

The radio usage fee is reflected on the first bill following the formation of the active subscriber condition and is collected only for the months in which the active condition is met.

For prepaid subscribers:

(1)(A) The first Radio Usage Fee to be collected from prepaid subscribers by the communication provider is collected in advance as of the current month together with the radio license fee collected at the time of signing the subscription contract specified in the 7th article above.

(B) No Active Subscriber condition is required for the first radio usage fee to be collected from prepaid subscribers by the communication provider.

(C) The Radio Usage fee collected from subscribers by the communication provider is not refunded after being transferred to the Institution's account.

(2) (A) Communication providers reflect the Radio Usage Fee for each month starting from the first day of the month following the conclusion of the subscription contract to the subscriber's account as a debt:

(a) (i) The communication provider first and in any case collects the accumulated debt in the subscriber's account if there is a balance to collect the accumulated debt.

(ii) The radio usage fee included in the prepaid accumulated debt collected in advance is refunded to the subscriber's account on the first day of the following month if the subscriber does not meet the Active Subscription condition in the current month.

(b) (i) Communication providers ensure that subscribers without a balance to collect the accumulated debt make a recharge equal to the Minimum Load amount determined for each subscriber.

(ii) If the subscriber loads the minimum load amount into their account, the communication provider first and in any case collects the accumulated debt without waiting for the subscriber to start the service.

(iii) The radio usage fee collected in advance for the current month is refunded to the subscriber's account on the first day of the following month if the subscriber does not meet the Active Subscription condition.

(c) If the subscriber does not have a balance to collect the accumulated debt and meets the Active Subscriber condition in the current month, the communication provider finalizes the radio usage fee for the current month included in the accumulated debt and updates the finalized radio usage fees for previous months.

(3) Communication providers apply all the rules stated in this article as long as the life cycle of prepaid (unbilled) lines defined in their system continues. Communication providers transfer to the Institution's account and report to the Institution the fees collected in advance on behalf of the Institution but cannot be refunded to the subscriber, along with the overdue debtors who cannot be collected.

Will it be received from all GSM lines?

The Information Technologies and Communications Board has decided, with justification, that no fees will be charged for POS, vehicle tracking, mobile internet, data, telemetry and handheld terminals for 2013.

Is the Mobile Radio Usage Fee collected only from TRNC TELSİM subscribers?

No, it is collected from the postpaid and prepaid subscribers of both licensed operators operating in the Turkish Republic of Northern Cyprus, TRNC Telsim and Northern Cyprus Turkcell.

How to make a withdrawal if I don't have enough credit on my line?

If you do not have enough credit on your line, the amount that cannot be withdrawn will be written as a debt to the next period and your total debt will automatically be deducted from your line when you first top up. For example, if 10.3 credits cannot be withdrawn in October, 20.6 credits, which is the fee for both October and November, will be collected from your line the next month.
